The best EOR
provider in Sweden: how to judge one
A provider fit for Sweden can explain, without looking it up, how the monthly AGI return reaches Skatteverket and how a kollektivavtal sets pay floors and ITP1 pension in a country with no statutory minimum wage. It should also know what LAS demands before a dismissal. This guide lists the questions we would ask, the employer duties an EOR takes on, and how our flat fee sits beside six published prices.

Employer duties we take off your desk
We hold the legal employer role as employer of record, so these statutory tasks sit with us.
- Preliminary tax withheld every month using Skatteverket’s skattetabeller
- Arbetsgivaravgifter at 31.42% of gross pay for 2026 (Skatteverket), or the youth rate where it applies
- AGI, the monthly employer return per person, filed with Skatteverket
- Sjuklön at 80% for days 1 to 14, then the day-15 sick report to Försäkringskassan
- 25 days’ leave and holiday pay under semesterlagen, tracked each holiday year
- Written terms of employment within 7 days of the start date, as LAS § 6 c requires
- Dismissal only on sakliga skäl, with the LAS notice ladder of 1 to 6 months
- ITP1 pension and 24.26% särskild löneskatt when an agreement applies

A person who knows your file.
When a sick period runs past day 14, or a manager wants to end a provanställning early, you speak to the account director who set up the hire. They check LAS and the payroll effect, then put the next step in writing.
Eight questions for a Swedish EOR sales call
Anyone pitching as the best EOR provider in Sweden should answer these without notes.
Who carries the duties?
Which party is the legal employer, and who files the AGI and pays arbetsgivaravgifter if a return is late or wrong?
Payroll accuracy
How do you pick the skattetabell and column for each person, and how are sjuklön and the karensavdrag worked out in the month someone falls ill?
Collective agreements
Are you bound by a kollektivavtal, and if so, which ITP1 pension and insurances will my hire receive?
Dismissal risk
If a dismissal is challenged under LAS, who runs the MBL negotiation, and who pays if a court awards damages?
Personal data
Where are payroll and personnel records stored, who on your team can see them, and how is each personnummer protected under GDPR?
Time to a signed contract
How many days do you need to issue an anställningsavtal, and how much time does a Migrationsverket permit add?
Cost you can plan
Is the fee flat, and will you show the full employer cost, with 31.42% arbetsgivaravgifter and any agreement pension, before I sign?
Paperwork on file
Will I get copies of the written terms LAS § 6 c requires, each payslip and proof that the monthly AGI return was filed?

Prices as shown on each provider’s own pricing page, checked 25 Sep 2026, per employee per month. Where a cell shows a dash (–), the provider’s pricing page does not state that point. Multiplier’s range covers its Core and Growth plans, annual and monthly, plus compliance add-ons and any implementation fee. Pebl (formerly Velocity Global) names no currency for its $399. RemoFirst’s starting price may vary by country. Several providers list less than we do, so weigh what each fee covers. from USD 560 is about SEK 5,550.

What moved in Swedish employment in 2026
Four changes this year affect cost and hiring. From 1 April 2026 to 30 September 2027, arbetsgivaravgifter fall to 20.81% for employees born 2003 to 2007 on pay up to SEK 25,000 a month (Skatteverket). The state-tax skiktgräns rose to SEK 643,000, from SEK 625,800 in 2025. Since 1 June 2026 a work permit needs pay of at least 90% of the median wage, which means SEK 34,470 a month from 16 June (Migrationsverket). The EU Blue Card threshold is SEK 53,625 a month from 15 July 2026. We review all four again each January.
